Gagan Mohindra was selected as a Conservative candidate for Hertfordshire in the southwest.
The constituency was represented by the former Attorney General David Gauke as a Conservative Party until September, when he failed to vote against Boris Johnson's Brexit agreement.
Mr. Gao Ke, 48, said he is considering becoming an independent person.
Mr. Mohindra is a member of the Essex County Council and the Epping Forest District Council.
He is a member of the Cabinet of the County Council responsible for finance, property and housing affairs.
Mr. Mohindra stood in North Tyneside in the 2010 election, ranking third in the traditionally stable Labour Party.
Some political parties have not yet chosen South West Hertfordshire candidates, but Tom Pashby has been selected as the Green Party, and Sally Symington will represent Liberal Democrats.
